West Covina Firefighters Association Factfinding Report

WEST COVINA, CA, February 28, 2018 – Meet and confer conferences between City of West Covina Management and the West Covina Firefighters Association Board members where held in order to address staffing within the West Covina Fire Department in the early part of 2017.  Upon the City proposing its last, best, and final offer in April 2017, the West Covina Firefighters Association declared an impasse and moved the dispute to the factfinding process. 

Factfinding proceedings are handled by the state Public Employment Relations Board (PERB) in which a neutral qualified Arbitrator/Factfinder is chosen to serve as chairman of a panel that includes a representative of the City and a representative of the Association in an effort to settle an unfair practice complaint by mutual agreement.

In addition, a Public Hearing will be held on Tuesday, March 6, 2018, in the West Covina City Council Chambers at 7:00 p.m., to consider the Factfinding Report and Recommended Terms of Settlement.  Any interested person shall be permitted to present written or oral testimony during the public hearing.
