Increases Quality of Life - West Covina resident's quality of life is directly affected by redevelopment. From the physical elimination of blight to the creation of dining, shopping, and recreation opportunities, to increasing the City's revenue base that allow the city to pay for services, programs and infrastructure.

Elimination of blight - CDC has eliminated crime-ridden motels, deteriorating commercial strips, redeveloped California's third largest landfill, removed dilapidated buildings and underutilized properties left vacant that were eyesores to the community.

Creates shopping opportunities - CDC efforts have made the Westfield West Covina Mall, Westfield Eastland Center, The Heights at West Covina, Hong Kong Plaza, West Covina Parkway Plaza, the Auto Plaza and many more shopping areas possible.

Provides recreation amenities / parks - West Covina's Big League Dreams Sports Park is a direct result of redevelopment. West Covina's sports park is one of eleven in the nation featuring 6 replica baseball fields (Fenway Park, Wrigley Field, Angel Stadium, Yankee Stadium, Tiger Stadium and Dodger Stadium), an indoor pavilion for indoor soccer, inline hockey and basketball, a playground and batting cages. Redevelopment efforts have provided youth and adults this first-class recreation facility.

Creates employment opportunities - As a result of redevelopment and economic efforts to attract, retain and expand businesses in West Covina, residents are provided with employment opportunities. CDC has created over 5,300 new employment opportunities in the last ten years.

Entertainment venues - The Lakes Entertainment Center is a result of redevelopment efforts. The Lakes Entertainment Center includes the Edwards 18-screen movie theatre, the Lakes office buildings and the Hillcrest Development.

Dining venues - CDC efforts have resulted in a diverse and delicious mix of dining opportunities for West Covina residents: BJ's Brewery (one of the top performing restaurants in the nation), California Pizza Kitchen, Buffalo Wild Wings, Elephant Bar, Restaurant Row and many more throughout the City.

Pays for Police, Fire, City Services / Programs - West Covina's general fund has directly benefited from CDC efforts. As a result of an increase in property values and the generation of sales tax the City's general fund sees an increase in tax revenues. These tax revenues go towards paying for police, fire, community facilities, programs and events. In the last ten years, CDC has generated over $8 million in additional sales and property tax revenues to West Covina.

Produces Affordable Housing opportunities - CDC is responsible for providing, preserving and increasing the affordable housing stock in West Covina. Through the previously implemented First Time Homebuyer program, CDC assisted 142 First Time Homebuyers in making homeownership a reality. CDC has financially assisted over 3,000 affordable units, and has developed 705 new affordable housing units with an additional 65-units under construction. The CDC currently also provides West Covina homeowners two housing loan programs to help maintain homes. The Home Improvement Loan Program and the Housing Preservation Loan Program offer residents loans up to $10,000 for home improvements.

Increases property values - Property owners are well aware that their property value is affected by location, local amenities, and the neighborhood. With the elimination of blight and the creation of a housing opportunity or a commercial center CDC increases the property value not only for that property but for the neighboring properties as well.

Helps improve infrastructure - As a function of redevelopment, CDC helps fund capital improvement projects which mean better streets, sidewalks, street lighting, traffic signs, public landscaping, bike paths, and pedestrian walkways.

Economic development for businesses - CDC has established West Covina as one of the most business friendly City's in the area. CDC staff works with the local business community to ensure the success of centers and businesses. CDC provides marketing assistance to tenant local commercial centers and vacant buildings. CDC also provides entitlement assistance to help welcome businesses to West Covina.
