SPECIAL MEETING OF THE

COMMUNITY DEVELOPMENT COMMISSION

OF WEST COVINA

September 7, 2004

Chairman Miller called to order the special meeting of the West Covina Community Development Commission at 6:12 pm in the City Manager’s Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.

ROLL CALL Chairman Miller, Vice Chairman Sanderson

Commissioners Hernandez, Herfert,

and Wong (arrived at 6:30 pm)

Others Present: Pasmant, Alvarez-Glasman, Chung, Bachman, Fields

 

PUBLIC COMMENT ON ITEMS ON THE AGENDA

Ziad Dabuni from the West Covina Medical Building Group/ Giltner Realty Advisors, thanked the Councilmembers for their considering their medical building project on West Covina Parkway.

Tony Boza, legal counsel for McIntyre Properties, discuss the Citrus/Workman site project and the progress so far in completing the project.

Phil Clayton of Oak Leaf Equities presented a proposal on behalf of Blue Stone Communities for the commercial property at Citrus and Garvey, south of the freeway (the Country Club Center).

Linda Logan commented on the Citrus/Workman site and that McIntyre Properties is in the process of acquiring 51% of the ownership at the site.

CLOSED SESSION Chairman Miller convened the closed session portion at 6:20 pm to consider the following matters:

Recess at 6:40 pm The following item could not be discussed, due to the lateness of the hour. At 6:40 pm, the commission agreed to recess until after the regularly scheduled Council/CDC meeting was over and reconvene to take the matter up in closed session.

Reconvene Chairman Miller reconvened the CDC at 10:40 pm to discuss the one remaining matter listed above concerning Hassen Imports. Commis-sioner Hernandez was not in attendance.

 

ADJOURNMENT Chairman Miller adjourned the meeting at 11:05 pm.

REGULAR MEETING OF THE

WEST COVINA

COMMUNITY DEVELOPMENT COMMISSION

September 7, 2004

 

 

 

Chairman Miller called to order the regular meeting of the West Covina Community Development Commission at 8:41 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

 

ROLL CALL Chairman Miller, Vice Chairman Sanderson

Commissioners: Hernandez, Herfert, Wong

Others Present: Pasmant, Alvarez-Glasman, Fields, Hoppe, Freeland, Yauchzee, Samaniego, McIsaac, Durbin, Wills, Tedesco, Elliott, Franklin, Paul, Berry

 

Chairman Miller introduced the following subject matter, noting that both the CDC and the City Council have been called to order to consider the joint hearing.

 

JOINT PUBLIC HEARING - APPROVAL OF A PURCHASE AND SALE AGREEMENT BETWEEN THE CITY OF WEST COVINA CDC AND THE WEST COVINA MEDICAL BUILDING GROUP FOR 1440 WEST COVINA PARKWAY ALSO KNOWN AS THE FORMER WESCOVE THEATER

(Refer to City Council Agenda Item No. D-2)

City Clerk Berry verified the affidavit of publication and Chairman Miller opened the hearing. He stated that staff has requested that the matter be held over until the next regular meeting of September 21, 2004. Because there was one speaker interested in posing a question, he opened the public testimony portion of the hearing and the following person addressed Council:

Royal Brown, West Covina resident, inquired about performing arts in West Covina.

City Manager Pasmant stated that the fourth attachment addressed the issue of performing arts and it would be a part of the staff pre-sentation on the 21st.

Motion by Herfert and seconded by Hernandez to hold over the hearing over until September 21, 2004. Motion carried 5-0.

City Council recessed Chairman Miller recessed the City Council meeting at 8:44 pm to continue with the remaining portions of the CDC Agenda.

CONSENT CALENDAR Treasurer’s Report for the Month of July 2004

Recommendation is to receive and file the report of cash balances and investments for the month of July 2004.

CONSENT CALENDAR ACTION Motion by Hernandez and seconded by Herfert to approve all items listed on the Consent Calendar. Motion carried by roll call vote:

AYES: Hernandez, Herfert, Sanderson, Wong, Miller

NOES: None

 

 

ADJOURNMENT Motion by Herfert and seconded by Wong to recess the meeting at 8:46 pm to reconvene at the conclusion of the City Council meeting for the purposes of finishing the closed session agenda. Motion carried 5-0.
