PUBLIC HEARING CONTINUED JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE COMMUNITY DEVELOPMENT COMMISSION
ESTABLISHMENT OF COASTAL SAGE AND SCRUB (CSS) COMMUNITY FACILITIES DISTRICT (PER MELLO-ROOS COMMUNITY FACILITIES ACT OF 1982) AND AUTHORIZING AN ELECTION AND CDC VOTE ON THE LEVY OF SPECIAL TAXES RELATED THERETO
Formation of CFD Chairman Miller announced the joint public hearing on the formation of the proposed Coastal Sage and Scrub Community Facilities District was opened on December 7, 2005 and continued to this date. Deputy City Clerk Rush verified that proper legal notice had been given. The public hearing was conducted and the specific Community Development action taken is as follows:

Motion by Wong and seconded by Hernandez to waiver further reading of the resolution and adopt. Motion carried 5-0.

Plan Clerk Rush verified that proper legal notice had been given and Mayor Miller opened the hearing. Staff report was presented by Abby Semblantes.
Councilmember Wong stated the revitalization of the Glendora Downtown area, an area in which he has a conflict of interest, in a project proposed in the Implementation Plan. City Attorney Alvarez-Glasman opined that this is a general adoption of a plan that effects a multitude of projects and Mr. Wong will be able to participate.
Commissioner Herfert left the dais at 9:15.
Public Testimony Mayor Miller asked for any public testimony. As there was none, Mayor Miller closed the public testimony.
