On October 5, 2000, the City Clerk's Office received an amended claim for personal injuries. The amount of claim had not been determined at time of presentation.

b) James D. Rothwell and Marilou Rothwell vs. City of West Covina
On October 5, 2000, the City Clerk's Office received a wrongful death claim in the amount of $1,500,000.

c) Debra Robinson vs. City of West Covina
On October 15, 2000, the City Clerk's Office received a claim for property damage. The amount of claim had not been determined at time of presentation.

Applicant: Evonne Morton
Location: 2746 E. Maureen Street
Request: The applicant requests approval of a slight modification (minor variance) to allow the construction of a 210+ square foot patio enclosure addition at the rear of an existing single-family residence with an 8 foot rear yard setback instead of the minimum required 10 foot rear yard setback for the Planned Community Development No. 1 Zone, Woodside Village Master Plan.

4) 4) Award of Bids

a) Purchase of Firefighter Safety Vests
The West Covina Fire Department requests Council approval to purchase new personal body armor for firefighters, whose current armor exceeds the manufacturer's five (5) year ballistic performance warranty. It is recommended that the City Council approve the purchase of 82 personal armor vests from Aardvark Tactical Supply at a cost not to exceed $49,708.40.

6) Miscellaneous - Public Works

a) Capital Improvement Program and Building Activity Report Fourth Quarter 2000
This report provides the City Council with a summary of Capital Improvement Activity and Major Building Permits issued during the quarter ending December 31, 2000. It is recommended that the City Council receive and file this report.

b) Cameron Avenue Speed Limits
On October 17, 2000, the City Council requested an updated "engineering and traffic survey" to determine if the speed limits on Cameron Avenue can be reduced in accordance with Section 22358 of the California Vehicle Code. It is recommended that the City Council introduce the following ordinance reducing the speed limit on Cameron Avenue from Pacific Avenue to Orange Avenue from 40 mph to 35 mph and reducing the speed limit from Valinda Avenue to Azusa Avenue from 45 mph to 40 mph.

c) Disadvantaged Business Enterprise (DBE) Program
One of the requirements to receive Federal Funds for street improvements is to have a current Disadvantaged Enterprise (DBE) Program. The adoption of the attached resolution approves a new DBE program in place of the existing one. It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. ______ - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING AND ADOPTING A DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM AND DIRECTING ITS IMPLEMENTATION

d) Geotechnical Evaluation Report for the 2400 Block of Belinda Street
Converse Consultants of Redlands has provided a geotechnical review of the site conditions on twelve properties located n the 2400 block of Belinda Street. It is recommended that the City Council receive and file this report.

e) Acceptance of Various Lots within Woodside Village for Open Space Purposes
The developments located in Woodside Village, southerly of the BKK landfill and easterly of Azusa Avenue, were required to dedicate lots to the City of West Covina for open space purposes to be included in Maintenance District No. 4. A small percentage of the lots were inadvertently not formally accepted at the time by the City. It is recommended that the City Council adopt the following resolution:

RESOLUTION NO. ______ - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ACCEPTING LOT 50, 51, AND 52 OF TRACT NO. 23006, LOT 8 OF TRACT NO. 26283, LOT 1 OF TRACT NO. 26290, LOTS 72 AND 149 OF TRACT NO. 28406, LOTS 49 AND 50 OF TRACT NO. 30231, LOTS 62 AND 63 OF TRACT NO. 30982, LOT 43 OF TRACT NO. 31273, LOTS 84, 85, 86, 87, AND 88 OF TRACT NO. 32980, AND LOT 46 OF TRACT NO. 33271 FOR OPEN SPACE PURPOSES.

f) Application for a Sub-Watershed Municipal NPDES Permit
The City of West Covina is a co-permittee in a countywide NPDES permit which is due for renewal. To possibly save substantial future compliance costs, the City can be a co-permittee in a San Gabriel River sub-watershed permit. It is recommended that the City Council adopt the following resolution that authorizes an application for a municipal NPDES permit that would be limited to cities in the Upper San Gabriel River, provided that a majority of municipalities located therein join in the application for the permit.

g) 2001-02 Operating and CIP Budget Calendars
The City Council will consider approval of the 2001-02 Operating and CIP Budget Calendars. Staff recommends that the City Council approve the 2001-02 Operating and CIP Budget Calendars.

6) Miscellaneous - Police Department

h) Police Department Team Building Workshop
In light of the recent re-organization and numerous staff promotions, the police department is requesting City Council support to participate in a teambuilding workshop sanctioned and paid for by the Commission on Peace Officer Standards and Training. It is recommended that the City Council receive and file this report.

6) Miscellaneous - Environmental Management Director

i) BKK Landfill Closure Plans - Status Report
The latest edition of the Status of Plans for BKK Landfill Closure is attached. This is a part of the City Community Outreach Program to keep the community informed of the progress toward implementation of the closure plans for the BKK Landfill. Staff recommends the City Council receive and file this report.

6) Miscellaneous - Personnel Services

j) Federal Minimum Wage Adjustments
Staff is requesting that the City Council approve wage adjustments for five positions to comply with the federal minimum wage. It is recommended that the City Council adopt the following resolution:

L) MAYOR'S REPORT

1) REQUEST FOR NETTING AT WALMERADO PARK PINTO FIELD AND CORTEZ PARK MAJOR AND MINOR FIELDS
West Covina American Little League and West Covina Youth Pony Baseball have requested that foul ball netting be installed at Walmerado Park Pinto field and Cortez Park major and minor fields. The leagues are indicating that it will increase the safety for spectators. It is recommended that the City Council:

1. Ask that the Leagues requesting the netting to submit these requests to the Community Services Commission Capitol Improvement Project (CIP) Sub-Committee as part of the 2001-2002 CIP process; or

2. Approve the requests from American Little League and West Covina Youth Pony Baseball to install foul ball netting, funds to come from the General Fund Reserve or Park Dedication Funds for Park District E, account number 174-320-3154-7700.
