C-2) Ordinance for Adoption
At the Council meeting of July 3, 2001, the City Council introduced an ordinance eliminating the collection of the Business Improvement Tax (BIT) effective August 1, 2001. This ordinance is now before Council for a second reading and adoption.
ORDINANCE NO._______ - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA REPEALING ARTICLE III OF CHAPTER 14 OF THE WEST COVINA MUNICIPAL CODE, SECTIONS 14-81 THROUGH 14-88 (ORDINANCE NO. 1210), RELATING TO THE "BUSINESS IMPROVEMENT AREA OF THE CITY OF WEST COVINA" AND THE LEVY OF LICENSE TAXES ON THE BUSINESSES IN SUCH AREA
C-3) May 2001 Statement of Treasurer's Accountability (receive & file)
This staff report serves as a transmittal of the monthly Statement of Treasurer's Accountability. It is recommended the City Council receive and file this report.
C-4) Miscellaneous - Community Services
a) Rowland Unified School District Capital Improvement Projects
The City Council has authorized funding for various recreation-oriented projects on Rowland Unified School District (District) property as part of the FY 2000-2001 Capital Improvement Program Budget. The Agreement was developed after discussions between the Community Services Commission (Commission) Sub-Committee, City staff, District staff, and City Attorney's Office. The Agreement provides the framework for how the funding will be granted to the District so that the authorized improvements can be completed. It is recommended that the City Council direct staff to present Option #1 to the School District, which would:
1. Add language to the Agreement to include a guarantee of gymnasium usage for one day a week, other than Sunday, for a five-year period, with exceptions agree by the City;
2. Negotiate the length of the Agreement; and
3. Return to the City Council with a new Agreement.
C-4) Miscellaneous - Finance
b) Surplus Vehicles
This is a request that Council declare as surplus the following vehicles that are no longer cost-effective to operate, and that staff be authorized to dispose of the surplus vehicles through sale at public auction as provided for in the Municipal Code. It is recommended that the City Council authorize the sale of the above listed vehicles, and that staff be authorized to dispose of the surplus vehicles by sending the vehicles to auction.
C-4) Miscellaneous - Police Department
c) Future of West Covina Service Group
The Police Department is seeking City Council direction and support regarding the future of the West Covina Service Group (WCSG). It is important that Department personnel and WCSG clients know if there is Council support for the enterprise. It is recommended that the City Council take the following actions:
1. Support the continuation of the West Covina Service Groups (WCSG) and a responsible expansion of the enterprise sufficient to increase revenues and reduce risk.
2. Direct Staff to provide annual financial audits (Independent Accountants' Reports) of the WCSG to the City Council. In addition to auditing the financial health of the enterprise, these audits shall include an examination of management and/or operational issues when requested by the City Council, City Manager, or Chief of Police. The audits shall be paid from WCSG revenue.
C-4) Miscellaneous - Redevelopment Agency
d) West Covina Chamber of Commerce - One-Year Funding Contract
The City Council shall consider the approval of a One-Year Funding Contract with the West Covina Chamber of Commerce. It is recommended that the City Council approve the One-Year Funding Contract and authorize the City Manager to execute the contract.
C-4) Miscellaneous - City Manager's Office
e) Payment of San Gabriel Valley Council of Governments 2001-2002 Dues
The City Council shall consider the approval to pay $28,219.20 in membership dues to the San Gabriel Valley Council of Governments. It is recommended that the City Council authorize the payment of the San Gabriel Valley Council of Governments' dues in the amount of $28,219.20 from the following accounts:
1. Transit and Transportation program fee (Prop. A & C) of $12,609.60 to be paid out of account 121-320-2440-6120.
2. Air Quality program fee (AB2766) of $12,609.60 to be paid out of account 119-320-2319-6120.
3. General Fund fees of $3000.00 to be paid out of account 110-320-2640-6087.

1) Plan Check Engineer Job Description
This report recommends approval of revisions to the job description for Plan Check Engineer and the establishment of a salary range. The new job description reflects current duties and changes in experience, education and certification requirements. It is recommended that the City Council consider the Personnel Commissions' advisory recommendation and provide direction to staff. It is recommended that the following resolution be adopted:

1) Designation of Voting Delegate for League Annual Conference
The League of California Cities Annual conference will be held in Sacramento this year from September 12 through September 15, 2001. In order to participate in the business meeting portion of the conference, the City Council should designate one of its members as the Voting Delegate and another as the Alternate. It is recommended that the City Council designate a voting delegate and an alternate for the League of California Cities Annual Conference.

2) Establish Separate Cable Channels for Government and Community Access
The City Council directed staff to bring back an item to address the creation of separate cable channels for Government Access and Community Access. It is recommended that the City Council take the following actions:
- Approve the move of WCCT programming from Channel 56 to Channel 55; and
- Establish Community Access programming on Channel 56; and
- Approve the attached WCCT Rules and Regulations and WCCT Quality Standards with the five amendments mentioned above in this staff report; and
- Appoint the WCCT Advisory Board; and
- Authorize a maximum of $26,400 from the City Council Reserve Appropriation, account # 110-320-2640-6900 for the establishment of Channel 56 as a Community Access channel for the City of West Covina.

1) Trash Collection Charges for Redevelopment Agency Assisted Housing Projects for Lower-And-Moderate-Income Families
Council member Mike Miller requested staff to agendize a review of the trash collection charges for redevelopment-assisted housing projects for lower-and-moderate-income families. Council member Miller recommends that staff negotiate and return to the City Council an agreement with Athens that adjusts the trash collection rate for low-and-moderate income housing complexes assisted (subsidized) by the Redevelopment Agency to that of commercial collection rates.

2) West Covina Street Market
Council member Michael Touhey asked to agendize the development of a weekly street market fair along Glendora Avenue at night. It is recommended that the City Council discuss this matter and direct staff accordingly.

4) Allocation of 2001 Rose Float Fund Raising Proceeds
The City Council will consider using prior year Rose Float fund raising proceeds to defray the cost of this year's fund raising efforts. It is recommended that the City Council direct staff to leave the $12,372 in Rose Float fund raising donations on deposit in the existing account and reduce the General Fund appropriation for Rose Float fund raising "seed money" from $20,000 to $7,628.

5) 2002 Fourth of July Event
Mayor Pro Tem Michael Touhey had requested to agendize this item. The West Covina Elks Lodge is requesting approval in concept for their annual Muscular Dystrophy fundraiser, to be held at Cameron Park in 2002. The proposed 2002 event is scheduled for four days from Thursday, July 4 through Sunday, July 7, 2002. It is recommended that the City Council approve the 4th of July event in concept.
