On April 1, 2003, the City Council introduced the following ordinance which changes the name of the Personnel Commission to the Human Resources Commission.

b) Zone Change No. 01-02 Approving a Zone Change from "Neighborhood Commercial" (N-C) to "Specific Plan No. 18" (SP-18)
Introduced by the City Council on April 1, 2003, Zone Change No. 01-02 would change the development site at Garvey Avenue South and Meeker Avenue from "Neighborhood Commercial" to "Specific Plan No. 18."

c) Adoption of Anti-Gang Ordinance
Introduced on April 1, 2003, the adoption of this ordinance would amend the municipal code prohibiting gang members from loitering with the intent to intimidate neighborhood residents or conceal illegal activities.

3) Award of Bids

a) Award of Bid for Fire Station No. 1 and No. 4 Refurbishment - (Project No. BP-0331)
It is recommended that the City Council accept the bid of Whelan Construction in the amount of $79,758 submitted at the bid opening on March 25, 2003, and authorize the Public Works Director/City Engineer and City Clerk to execute the contract.

b) Award of Bid for the Construction of Sidewalk at Various Locations Citywide - (Project No. SP-03113)
It is recommended that the City Council accept the bid of C. J. Construction, Inc. in the amount of $33,580.00 as submitted at the bid opening on April 2, 2003, and authorize the Public Works Director/City Engineer and City Clerk to execute an agreement with C. J. Construction, Inc. of Whittier, California, for the work to be done.

a) BKK Landfill Closure Plans Monthly Status Report
It is recommended that the City council receive and file this report.

b) Business License Fees for Video Arcades
It is recommended to uphold and maintain the current business license structure for Video Arcades.

c) Capital Improvement Program and Building Activity Report First Quarter 2003
It is recommended that the City Council receive and file this report.

d) Weed and Rubbish Abatement Contract Extension
It is recommended that the City Council take the following actions:
  1. Approve an extension of the 1998 Weed Abatement contracts with Gardner Tractor and Azteca Landscape for one (1) year with a 10% increase to cover cost increases in fuel, labor, and liability insurance.
  2. Authorize the City Manager and City Clerk to execute the contracts.

e) Weed Abatement 2003 for Various Vacant
Improved and Unimproved Properties

It is recommended that the City Council take the following actions:
  1. Set May 6, 2003, as the date for hearing of any objections or protests to said program.
  2. Approve the Weed Abatement Roll for the Calendar Year 2003, and adopt the following resolution for the 2003 Weed Abatement Program:

h) Closure of a Portion of Lark Ellen Avenue on July 4, 2003
It is recommended that City Council approve the closure of a portion of Lark Ellen, Larkwood Street to Cameron Avenue on July 4, 2003 for security, safety and convenience at the City's Independence Day celebration.

i) Award of Bid for Fourth of July Fireworks
It is recommended that the City Council accept the bid of Fireworks America, Lakeside, in the amount of $13,000 per year (Option1) and to authorize staff to sign necessary agreement for a three-year contract, commencing July 2003 and expiring July 5, 2005.

j) City of West Covina Community Services Department & Los Angeles County Department of Parks and Recreation Memorandum of Understanding to Solve Common Problems in Partnership
It is recommended that the City Council authorize staff signing the Memorandum of Understanding between the Los Angeles County Department of Parks and Recreation and the City of West Covina Community Services Department for the purpose of creating a common motto, "Creating Community through People, Parks and Programs" on Community Services Department's publicity material.

k) Letter of Support for AB 980 (Housing Element Self-Certification)
It is recommended that the City council authorize the Mayor to send letters of support to appropriate legislators related to Assembly Bill 980.

* l) Letter of Opposition to SB100 - Increase in Service Retirement Benefit Limitation for Public Safety
It is recommended that the City Council direct staff to forward a letter of opposition to SB 100 from the City to all State elected officials representing West Covina and to member on the Senate Committee on Public Employment and Retirement.

1) 2004 Rose Float - Funding and Contract
It is recommended that the City Council:
  1. Provide staff direction as to whether the City Council wishes to proceed with having a 2004 Rose Float entry.
  2. If so, it is recommended that the City Council:

    1. Appropriate $13,117 from the General Fund Reserve to account #110-320-2349-6206 for fundraising start-up costs.
    2. Provide additional contributions of staff time and transportation support at the same level as the previous year (cost $8,385 for 2003 project).
    3. Forego any further procedures to review additional float construction proposals and approve by a majority vote the waiving of the formal bidding process pursuant W.C.M.C. § 2-330.
    4. Authorize the City Manager to enter into an agreement with Charisma Floats for the design and construction of the 2004 Rose Parade Float for an amount up to $100,000 with a payment schedule, as previously detailed.
