Code Amendment No. 02-04 -
Allowing for Computer Game/Internet Access Centers
This ordinance for adoption was introduced at the City Council meeting of June 3, 2003. This ordinance would approve a code amendment amending Chapter 26 of the West Covina Municipal Code to allow for Computer Game/Internet Access Centers to be operated within the City of West Covina.

Set August 5, 2003 at 7:00 p.m. as the date and time for the public hearing concerning the Underground Utility District 7.

c) Azusa Avenue Relinquishment Legislation
It is recommended that the City Council authorize the Public Works Director/City Engineer to ask our State Legislators to introduce legislation that proposes the relinquishment of State Route 39 - Azusa Avenue between Badillo Street and North Garvey Avenue to the City of West Covina.

3) Miscellaneous - Police Department

d) Using State S.L.E.S.F. Grant Funds for Motorcycle Purchases and Continued F.A.S.T. Helicopter Coverage
It is recommended that the City Council authorize the following actions involving Supplemental Law Enforcement Services Fund (SLESF) grant funds:

Authorize the purchase of three BMW R1150 RT-P motorcycles from Brown Motor Works of Pomona (the local distributor for the sole-source police buy-back program offered by BMW) for $60,126.00, including tax and freight, from Account #155-320-2110-7170.
Authorize the payment of $70,408.00 to the City of Pasadena for continued participation in the FAST Helicopter program, from Account #155-320-2110-7160.
Authorize suitable appropriation transfers within the Supplemental Law Enforcement Services Fund for these expenditures (from #155-320-2110-5XXX to #155-320-2110-7170 and #155-320-2110-7160).

a) For purposes of determining non-resident Community Services fees, direct staff to define a resident as an individual who has a permanent place of residence at an address that is within the incorporated city limits of the City of West Covina. When 51% of a team's roster qualifies as residents, the 'resident' rate will be charged for team-based fees (Alternative 1).

RECREATION MANAGEMENT SOFTWARE & SERVICES
It is recommended that the City Council take the following actions:

I) Per the pricing awarded by the County of Santa Cruz on their form bid #02S2-003, award the following agreements to Class Software Solutions for a total price of $57,625.00, conditional upon approval of a registration surcharge that would recover the cost of the system. If surcharge is not approved, it is not recommended, given our budget situation, to move forward with the purchase at this time.

Software License Agreement (software modules) - $28,500.00 Account #110-320-3024-7900.
General Software Services Agreement (training services) - $22,000.00 plus airfare - Account #110-320-3024-7900 and 152-320-3024-7900.
Software Support and Maintenance Agreement (annual fee) $7,125.00 - Account #111-320-2364-6120, #111-320-2382-6120, #111-320-2342-6120, #111-320-2390-6999, and #111-320-2379-6120. (Includes software upgrades and technical support.)

II) Authorize the purchase of a database server in the amount of $5,817.00 from Dell.

III) Authorize the purchase of wireless network equipment (gymnasium wireless network equipment to City Hall network) in the amount of $3,500.00 from Proxim Company.
