This ordinance would amend the West Covina Municipal Code to prohibit the use of motor homes or trailers as living quarters in "Single Family Residential" and "Residential Agricultural" zones except by permit.

It is recommended that the City Council introduce the following ordinance:

4) Miscellaneous - Police Department

c) New "COPS MORE" Technology Grant
It is recommended that the City Council:

1. Accept the $99,628 COPS MORE technology grant and appropriate the grant and required $33,209 match, as follows:
  • $76,020 in 151.31.3111.7160 (automated ticket writing system)
  • $56,817 in 151.31.3140.7160 (Automated Vehicle Locater system)

2. Appropriate $33,209 from the fund balance of Fund 194 (the State CLEEP technology grant) and transfer that amount to Fund 151, as the required cash match.

3. Authorize the purchase of 10 integrated handheld ticket writers, with appropriate software modules, licenses, implementation and support services, from Berendo Solutions for $76,020 from 151.31.3111.7160.

4. Authorize the purchase of the Automated Vehicle Locator (AVL) add-on hardware components and software from our current mobile systems vendor, PST Technologies, for up to $56,817 from 151.31.3140.7160.

e) Revised Salary Range for Limited Service Planning Intern
It is recommended that the City Council:

  1. Increase the hourly pay range of the limited service Planning Intern from $8.40 - $9.27 to $11.00 - $12.24.
  2. Amend the related resolution implementing the proposed hourly salary range for the limited service Planning Intern classification as follows:
