It is recommended that the City Council authorize the City Manager to execute a contract to amend its current Software License and Use Agreement with Eden Systems to purchase a new Human Resources software system from Eden Systems in the amount not to exceed $55,000 including license fees, taxes, and all professional services necessary to implement the system.

Recommendation: The Planning Commission recommends that the City Council approve the project with the condition that the number of units be reduced from 24 to 22, thereby allowing the project to comply with General Plan policy and zoning maximum of 20 units per acre. By reducing the number of units, the Planning Commission recommends that the redesigned project allow for more parking spaces per unit as well as a larger open space area. In that light, the Planning Commission recommends that the City Council adopt the following resolutions:

  2. Determine if it wishes to increase the circulation of the Discover West Covina from quarterly to monthly.
  3. Determine if it wishes to reinstate a 1990 City Council policy to prohibit the dissemination of official City marketing and public relations mailings, 90 days prior to an election.
  4. Confirm if it wishes to implement or further study other promotional ideas to improve public notification of City activities.
