This work will include the negotiation of change orders to allow for the optional signs to be located on North Azusa Avenue, Amar Road, and South Azusa Avenue.

I. City Initiated Request
That traffic conditions along Lark Ellen Avenue between South Garvey Avenue and Cameron Avenue be reviewed.

Traffic Committee Recommendation:

That a right edge stripe be installed along Lark Ellen Avenue from Walnut Creek Parkway to South Garvey Avenue.

That the radar trailer be utilized to make drivers aware of their vehicle speed along Lark Ellen Avenue from Cameron Avenue to South Garvey Avenue and that the Police Department increase speed enforcement as feasible.

That the beginning of the northbound transition from two lanes to one lane be relocated at Larkwood Street by installing all required striping and signage in accordance with State law.

That southbound lane designation between North Garvey Avenue and South Garvey Avenue be changed from two through-lanes to one left-turn only lane and one through-lane by installing all required striping and signage in accordance with State law.

That the size of speed limit signs be increased and add the "Enforced by Radar" plate.

That 50 feet of double-yellow centerline striping be added on Walnut Creek Parkway, Service Avenue, and Larkwood Avenue.

II. Request of Maria Manjarrez, West Covina Resident
That parking on Brentwood Drive from Exeter Court north to the end of the street be restricted to permit only parking.

5) Miscellaneous - Finance Department

a) 2004-05 and 2005-06 Fiscal Years' Budget Update

b) Approval of the Estoppel Certificate Related to the Sale of the Lakes Project by West Covina Lakes Associates, LLC (WCLA) to Ten West Associates, LLC and Consent to Assignment of WCLA Interests in the Property to Ten West Associates, LLC
It is recommended that the City Council approve the request of West Covina Lakes Associates to execute the Estoppel Certificate, which includes the assignment of WCLA interests in the Lakes parking facilities, in conjunction with the sale of the Lakes Project to Ten West Associates, LLC.
