This ordinance was introduced at the City Council meeting of January 17, 2006. This ordinance would change the zoning of the property at 1951 South Sunset Avenue from "Residential Agricultural" (R-A), Area District II, to "Specific Plan No. 23" (SP-23). This would facilitate the development of the site with smaller-sized single-family residential lots. This ordinance will become effective 30 days after adoption, March 9, 2006. Traffic Committee Recommendation:
That the northbound and southbound phase of Valinda Avenue at Vine Avenue be split into two separate phases, thus providing protected left-turn movements.

II. Request of Edward Gomez, West Covina Resident
That traffic conditions be reviewed at the intersection of Michelle Street and Neff Avenue.

Traffic Committee Recommendation:
That a stop sign, along with a stop ahead sign and appurtenant pavement messages, be installed on the westbound approach of Michelle Street and southbound approach of Neff Avenue.

III. Request of Thomas Puchalski, West Covina Resident
To establish a school safety zone for Dove Day School located at 502 South Lark Ellen Avenue.

Traffic Committee Recommendation:
That a school safety zone be established along Lark Ellen Avenue for Dove Day School located at 502 South Lark Ellen Avenue in accordance with the MUTCD guidelines.

That staff conduct further studies on the crossing.
