It is recommended that the City Council take the following actions:

- Accept the bid of Westland Carpet in the amount of $37,500 as submitted at the bid opening on March 20, 2007 and authorize the Public Works Director/City Engineer and City Clerk to execute the contract.
- Amend the project scope of work to include the installation of new carpeting in the Human Resources and Risk Management Departments of City Hall at an additional lump sum cost of $11,000.
b) Award of Bid for Curb and Gutter Repair and Construction of Wheelchair Ramps (Project No. SP-0714 and SP-07109)
It is recommended that the City Council take the following actions:

- Transfer $35,000 from Project No. SP-07110 (Account No. 125.81.8749.7200) to Project No. SP-07104 (Account No. 125.81.8741.7200).
- Accept the lowest responsive bid of Portsmouth Construction, Inc. in the amount of $188,232.50 as submitted at the bid opening on March 27, 2007 and authorize the Public Works Director/City Engineer and City Clerk to execute an agreement with Portsmouth Construction, Inc. for the work to be done.
c) Award of Contract for Expedited and Overflow Engineering Plan Check Consultant Services
It is recommended that the City Council accept the proposals from Willdan and Kimley-Horn and Associates and authorize the Public Works Director and City Clerk to execute a consultant agreement for expedited engineering plan check services with both engineering firms.

6) Traffic Committee Meeting Minutes - Meeting of March 20, 2007 (accept & file)

I. Request of Sheliah Tripp, West Covina Resident, and K. Carthan, West Covina Resident
That commercial vehicle parking on Glendora Avenue from Merced Avenue to the southerly city limit be prohibited.
Traffic Committee Recommendation:
That the time limited parking for vehicles over five tons be rescinded and prohibit parking of vehicles over three tons by installing no parking signs.
II. Request of Foothill Transit
That a bus zone be established on the north side of Toluca Avenue between West Covina Parkway and Cameron Avenue.
Traffic Committee Recommendation:
That 90 feet of curb be painted red and signs be posted designating this length of red curb a bus zone.
III. City Initiated
That the traffic conditions be reviewed on Garvey Avenue South at Calvados Avenue.
Traffic Committee Recommendations:
That a flashing beacon and additional curve warning signs be installed on eastbound Garvey Avenue South in advance to the curve as prescribed in the manual on Uniform Traffic Control Devices.
That Chevrons be installed on eastbound Garvey Avenue South and reflective raised pavement markers along the painted center line of the curve at Garvey Avenue South and Calvados Avenue.
IV. City Initiated
That the traffic conditions be reviewed on Shadow Oak Drive and install a crosswalk at mid-block between Woodgate Drive and Gemini Street.
Traffic Committee Recommendation:
That the mid-block on Shadow Oak Drive not be installed.
7) Miscellaneous - Environmental Management
a) Authorization to Apply for the California Beverage Container Recycling and Litter Reduction Grant for Fiscal Year 2007-2008
It is recommended that the City Council authorize staff to submit an application to the California Department of Conservation's Division of Recycling for a California Beverage Container and Litter Reduction Grant for the Fiscal Year 2007-2008.

It is recommended that the City Council authorize staff to host the Los Angeles County Household Hazardous and Electronic Waste Round-Up on May 19, 2007, here in West Covina.

k) Placement of Los Angeles County Fair Banners on Azusa Avenue Between City Limits

m) Appropriation for Public Art Consultant (Training, Guidelines, Work Program)
Staff recommends that the City Council appropriate $12,000 from the Art In Public Places Fund to Account No. 212.21.2110.6120 to cover the cost of hiring a public art consultant to provide training, and prepare guidelines and an annual work program for the City's citywide Art In Public Places Program.
