This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please sign in on the sheet provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. CATEGORICAL EXEMPTION
APPLICANT: Sam Salama
LOCATION: 1735 West Mossberg Avenue
REQUEST: The project consists of a conditional use permit for a 2,001-square foot addition to an existing 2,172-square foot single-family residence. The addition consists of 524 square feet on the ground floor and the addition of a new 1,477-square foot second story. The conditional use permit is required for a large expansion (an addition in excess of 1,250 square feet) and to exceed the maximum unit size for the lot (2,797 square feet) by more than 25 percent. The project is located in the "Residential Agricultural" (R-A) Zone, Area District II. This request represents a reduction of 646 square feet from a proposal considered by the Planning Commission on April 24, 2001.

CATEGORICAL EXEMPTION
APPLICANT: Roy Colwick
LOCATION: 1728 West Mossberg Avenue
REQUEST: The applicant is requesting approval of a variance to encroach into the required front and side yard setbacks of a residential property, in order to accommodate a 630-square foot prefabricated metal-framed carport structure. The carport currently exists on the site, and encroaches 19 feet into the required 25-foot front yard setback, and 5 feet into the required 5-foot setback. Additionally, the variance requests to exceed the allowed 35 percent lot coverage ratio by approximately 2 percent. The property is located within the "Residential-Agricultural" (R-A) Zone, Area District I.

REGULATION OF MEMBRANE STRUCTURES
GENERAL EXEMPTION
SUMMARY: The proposed code amendment consists of amendments to Chapter 26 of the West Covina Municipal Code related to regulations on "membrane structures" in the "Single-Family Residential" (R-1) and "Residential Agricultural" (R-A) Zones.

PUBLIC NOTICING OF PROJECTS ON CITY PROPERTY AND LARGE-SCALE PRIVATE
PROJECTS
SUMMARY: The City Council has requested consideration be given for adopting a policy for expanded public noticing for projects being proposed on City property. In addition the Commission has expressed interest in adopting a policy for expanded public noticing for larger-scale private projects.

This is the time when any member of the Commission may bring a matter to the attention of the full Commission that is within the scope of duties assigned to the Commission. If the Commission desires to discuss an issue raised by a resident or take an action, the Commission may vote to agendize the matter for the next meeting.
