CATEGORICAL EXEMPTION
APPLICANT: Hank Jong, EGL Associates
LOCATION: 2461 and 2465 South Grand Avenue
REQUEST: The project proposes to subdivide the property into two single-family residential lots. One single-family dwelling exists on the property, and a second single-family dwelling is proposed. To facilitate the subdivision the following entitlements are required:

  1. General Plan Amendment No. 02-01 to establish a General Plan land use designation of "Low Density Residential" (1.1 - 2.0 dwelling units per acre).
  2. Zone Change No. 02-01 to establish a zoning classification of "R-1" (Single-Family Residential), Area District IV on the site.
  3. Tentative Parcel Map No. 26462 to subdivide the 1.2-acre property into two lots.
  4. Variance No. 02-05 to allow the existing residence to encroach into the required 25-foot rear yard setback by 10 feet on Parcel No. 1.

The subject property is currently located within an unincorporated area of Los Angeles County. The applicant is proposing annexation of the property into the City of West Covina in conjunction with the above-referenced entitlements.

LOCATION: 1841 East Garvey Avenue North
REQUEST: The project consists of a conditional use permit to allow the on-sale general service of beer, wine and distilled spirits within an existing 8,100-square foot restaurant and to allow live entertainment and dancing. The project is located in the "Service Commercial" (S-C) Zone.

This project consists of a proposal to remodel the exterior of an existing shopping center located at the southeast corner of Amar Road and Azusa Avenue. The applicant is proposing to complete architectural modifications to the facade as well as various improvements to the parking area. No addition or demolition of buildings is proposed.

STUDY SESSION
TATTOOING AND BODY PIERCING

The Planning Commission recently considered a code amendment to allow the application of permanent make-up as a permitted commercial service. At that time, the Commission requested that a study session be held to discuss zoning regulations pertaining to the commercial practices of tattooing and body piercing.

Staff recommends that the Planning Commission receive and file this report and provide additional direction as appropriate.

STUDY SESSION
CODE AMENDMENT ON WALL/FENCE CUTBACK ALONG DRIVEWAYS

On August 6, 2002, the City Council directed the Planning Commission to study an issue related to Section 26-413(a)(1) of the Zoning Code pertaining "driveway cutback areas" in single-family residential zones.

Staff recommends that the Planning Commission provide direction as appropriate.

STUDY SESSION
GIGAR TERRACE ZONING

On August 13, 2002, the Planning Commission approved a Conditional Use Permit for a 5,189- square foot house at 1708 Gigar Terrace. At that time, the Planning Commission also requested that a study session be held to discuss the zoning of the Gigar Terrace area. Of specific interest was the possibility of allowing larger-size homes without the need for discretionary review given the unique location of the subdivision.

Staff recommends that the Planning Commission provide direction as appropriate.
