Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please sign in on the sheet provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. LOCATION: 1049 South Willow Avenue
REQUEST: The project consists of a request for the approval of a general plan amendment to change the land use designation from "Service & Neighborhood Commercial" to "Suburban Residential." In addition, the applicant is requesting approval of a tentative parcel map to subdivide one lot of 37,110-square feet into four single-family residential lots as follows: Parcel 1 (8,316 sq. ft.), Parcel 2 (7,623 sq. ft.), Parcel 3 (7,634 sq. ft.) and Parcel 4 (10,370 sq. ft.). The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.

(Southwest corner of Merced Avenue and Sunset Avenue)
REQUEST: The project proposes to remodel an existing gas station and to construct and operate a full-service car wash. The existing 2,210-square foot building will be renovated for use as a food mart. A new 1,557-square foot car wash facility will be constructed. Additionally, fourteen parking spaces and eleven car wash drying spaces are proposed.

REQUEST: The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code adopting standards regulating body piercing.

INTERNET ACCESS AND COMPUTER GAMING CENTERS

The Planning Commission requested information on other cities' ordinances regulating the business activity.

Staff recommends that the Planning Commission provide direction as appropriate.

INTERSTATE 10 HIGH OCCUPANCY VEHICLE (HOV) LANES - DRAFT INITIAL STUDY/ENVIRONMENTAL STUDY

Caltrans has released for public review and comment a draft Initial Study/Environmental to construct new high occupancy vehicle (HOV) lanes on the I-10 freeway from I-605 to State Route 57 and extending through the city of West Covina. This item is being presented for information and to receive comments and input regarding further analysis and action by the City.
