This is the time when any member of the public may bring a matter to the attention of the Commission that is within the scope of duties assigned to the Commission. The Ralph M. Brown Act limits the Planning Commission and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The Commission may discuss or ask questions for clarification, if desired, at this time.

By policy of the Commission, Oral Communications at this time on the agenda is limited to a total of 15 minutes. Persons who are not afforded the opportunity to speak at this time may do so under Item E. later on the agenda.

HEARING PROCEDURE:

You are encouraged by this Commission to express your views on any matter set for public hearing. It is our procedure to first receive the report of the Planning staff, then to ask for public testimony; first from those in favor of the matter, followed by testimony from those in opposition to it, and, if there be opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on a matter, you need to simply come forward to the lectern at the appropriate time, give your name and address and make your statement. In addition, please sign in on the sheet provided at the podium so it will facilitate preparation of our minutes. Do not be concerned with your possible lack of experience in public hearings. We are interested in what you say, not your level of expertise as a public speaker. After a hearing has been closed, you may not further speak on the matter unless requested to do so by a member of the Commission.

LOCATION: 2000 Green Ridge Terrace
REQUEST: The project consists of a request for the approval of a tentative parcel map for the creation of a parcel with an existing water reservoir site operated by Suburban Water System. Currently the reservoir site is a part of a landscape management district owned by the City of West Covina.

REQUEST: The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code adopting standards regulating body piercing and to add provisions to the code regarding procedures for Administrative Reviews by the Planning Director.

LOCATION: 807 South California Avenue
REQUEST: The project consists of a request for approval to subdivide a 2.53-acre property into three parcels. The subject property includes two existing parcels, one owned by the City (California Mini Parkette) and one owned by Suburban Water Systems. The proposed subdivision would create three lots, Lot No. 1 and Lot No. 2 to be owned by Suburban Water and Lot No. 3 to be retained by the City. Suburban Water is also requesting a Conditional Use Permit to allow for Public Utility Facilities in the newly-acquired portion of the property. The project is located in the "Single-Family Residential" (R-1) Zone, Area District I.

(Vacant lots on Los Cerillos Drive and Los Alamos Drive)
REQUEST: The Planning Commission has requested a review of the single-family houses proposed for the vacant lots on the east end of Los Cerillos Drive and Los Alamos Drive. The zoning code of the City of West Covina requires the approval of an Administrative Use Permit to allow for the size of the homes proposed on six of the eleven lots. Additionally, Administrative Use Permits are required to allow retaining walls in excess of four feet in height on three lots. The property is zoned "R-1" (Single-family Residential), Area District IV.

REQUEST: The applicant is requesting approval of a variance to deviate from required development standards, including encroachment into the rear yard setback, exceeding the maximum lot coverage, and exceeding maximum rear yard coverage to accommodate an existing carport to an existing garage. The property is located within the "Single-Family Residential" (R-1) Zone.
