APPLICANT: Doran Barnes (Foothill Transit)
LOCATION: 100 South Vincent Avenue
REQUEST: The project consists of the request for a precise plan to construct a five-level parking structure on the northerly portion of the property to replace the existing surface parking lot, a conditional use permit to relocate a two-lane drive-through automatic teller machine, and a tree removal permit to remove a tree in the front setback (Lakes Drive). The proposed parking structure would be used for tenants of the office building and for park-and-ride. These items were continued from May 26, 2009.

CODE AMENDMENT INITIATION
SENIOR HOUSING STANDARDS
The proposed code amendment consists of certain amendments to Chapter 26 (Zoning) of the West Covina Municipal Code related to senior housing standards.
Staff recommends that the Planning Commission initiate a code amendment regarding senior housing standards and provide comment and direction as appropriate.
Motion by , seconded by , to waive further reading of the body of the resolution and adopt Resolution No. 09-53 , initiating a code amendment regarding senior housing standards.

CALIFORNIA'S SUSTAINABLE COMMUNITIES AND CLIMATE PROTECTION ACT
A study session to discuss state legislation linking transportation and land use planning to global warming effects. The bill is intended to foster development patterns that will reduce greenhouse gas emissions.
Staff recommends that the Planning Commission provide comment and direction as appropriate.
