Welcome to the West Covina Police Department.  The men and women of the West Covina Police Department strive to provide the highest level of service and protection to everyone who works and lives in West Covina.  West Covina Police Officers work efficiently and effectively, actively responding to an average of over 200 calls a day, ranking among the busiest in Los Angeles County.

About Chief Wills

Chief of Police Frank Wills has over 30 years of law enforcement experience.  Chief Wills grew up in West Covina, graduating from Covina High School. He graduated first in his class from Rio Hondo Police Academy in 1978. He rose through the ranks at the Pasadena Police Department, and then was appointed Police Chief of the City of San Marino in 1992.  In 1998, he was appointed the West Covina Police Department's Chief of Police.  Chief Wills holds a Bachelor of Arts degree from Cal State Fresno, a Master in Public Administration from Cal State Long Beach, and a Master of Science from Cal Poly Pomona.
