Senior Citizens' Assistance Program - (S.C.A.P.)

Purpose
To provide a comprehensive program of Social Services that is responsive to and representative of the diverse needs of older adults while enabling self determination and independence, increasing dignity, and supporting autonomy.

General Information
Social Services are available from 9 a.m. to 5 p.m., Monday through Thursday and 9 a.m. to 4 p.m. on Fridays.

Assistance offered free of charge such as: help in finding home care/home chore workers; transportation; services to help those who would like help in maintaining independence in their homes, including case management; assistance with Social Security and Medicare forms/questions; volunteer opportunities; and support groups. Social Services
Social Services offers assistance in the following areas:

Case Management
Initial in-home assessment and ongoing coordination of services are developed to meet the individual needs of the indigent and homebound in the city of West Covina.

Advocacy
Social Services provides a supportive problem-solving approach, acting on behalf of the client in need of services from other agencies.

Consumer Education
Social Services coordinates informative programs that address issues that are of interest and relevance to older Adults, which includes:

  • Health Insurance
  • Managed Care
  • 55 Alive Driver's ED.
  • Disaster Preparedness
  • Preventative Health Care (including free screenings)
  • Annual Consumer Information Fair
  • Notary Service
Medicare Counseling
A HICAP counselor provides objective counseling, support, and assistance with Medicare, HMO's and supplemental insurance coverage.

Short term supportive assistance providing information and referral to facilitate coping with the multiplicity of needs which encompass our rapidly growing senior population.

Designed to inform and assist seniors understanding their legal concerns while alleviating anxiety caused by common misunderstandings or misinformation. Offered by attorneys at no cost to seniors.
