The General Plan was adopted by the City Council at its Regular Meeting on December 20, 2016.
The City of West Covina is moving forward with the General Plan Update. The General Plan is a strategic and long term document identifying goals and polices that guides and directs the City in terms of implementing policies, programs and resources. The General Plan serves as a basis for decisions that affect all aspects of our daily lives such as mobility, economy, parks, neighborhoods, recreation and community facilities, downtown vitality, the environment, public health and safety, and education. The General Plan Update includes various components;

The City Council initiated the General Plan Update in 2014; the City held various focus meetings, speaker series, a week-long charrette, and community meetings to get community input and feedback. The General Plan, Housing Element Revision, EIR, Downtown Plan & Code are tentatively scheduled for Public Hearings on the following dates:
- Planning Commission: November 22, 2016 at 7 p.m.
- City Council: December 20, 2016 at 7 p.m. (Tentative)
- California Environmental Quality Act Environmental Impact Report (EIR)
The City held a Scoping Meeting on January 29, 2016, to explain the EIR process, what areas the EIR will focus on, and to receive additional input from the public. The Notice of Preparation/Scoping Period ended on March 16, 2016. The draft EIR has been released for public review for a period of 45 days, which concludes on November 1, 2016.

- Downtown Plan & Code
The Downtown Plan and Code has been drafted to become zoning for the Downtown area. The proposed Downtown Plan & Code:
