The City of West Covina is encouraging West Covina residents to partake in the City’s Health Assessment Survey (Survey)! By taking the Survey, the City can gain a general understanding of health needs in our community and find ways to provide better health resources and services for our community members. The survey information will remain anonymous and only used to help the City assess the health needs of the community at large.

The City Council has directed staff to establish a West Covina Health Department. The following are the actions the City Council has taken to date:

 

  • February 23, 2021:
    • The City Council adopted Resolution 2021-15 and Urgency Ordinance No. 2476, terminating the Los Angeles County Health Officer services identified in Health and Safety Code section 101375. Staff submitted certified copies to the County by the March 1, 2021 deadline. The termination will be effective July 1, 2021.
  • April 20, 2021:
    •  The City Council adopted Ordinance No. 2478 (adding the position of Public Health Director/Officer as an exempt position in the municipal code) and Ordinance No. 2479 (adopting by reference the County Health code provisions).
  • May 4, 2021: 
    •  The City Council adopted Resolution No. 2021-34 establishing the fees and charges for the services provided by the West Covina Health Department.  The City Council also introduced Ordinance No. 2484 establishing the Health Department in the City's municipal code.  The City also authorized the City Manager to negotiate and execute a professional services agreement for health services.
  • May 18, 2021:
    • The City Council Ordinance No. 2484 establishing the Health Department in the City's municipal code.
  • May 2021:

The City continues to be in contract with Los Angeles County Department of Public Health through the Health Services Agreement dated 1963.  The County, pursuant to their letter dated February 23, 2021, will continue serve West Covina in its current capacity until the City's Health Department is approved.

Currently the City’s focus is pursuing state approval for the West Covina Health Department.  In May 2021 the City provided the California Department of Public Health the West Covina Health Department Overview and Summary.
