The City of West Covina purchased the three "Coastal Sage Scrub/Golf Course" assets located at the BKK Landfill site (134-acres) and the rights to the area on the top deck that is under license (84.27-acres) from the Successor Agency to the Redevelopment Agency in August of 2018.
In March of 2019, the City released a Request for Proposals (RFP) for development proposals for the sale of the City parcels and sub-license of the Top Deck. The City received four proposals and selected the proposal submitted by Singpoli Group, LLC.
At this time the City is working with Singpoli Group, LLC towards the sale of the City parcels as well as the assignment of the license rights of the Top Deck for the development of the proposed public park with an amphitheater, horse/hiking trails, glamping campsite, habitat preservation and restoration, solar and greenhouse program, zipline and aerial adventure park, future virtual reality (VR) park, K-9 and Fire training facilities, and a resort hotel with banquet facilities.
