Community Services Department
The Community Services Department provides for the protection and enhancement of City parks, recreation facilities, and community services. Through planning, information, and direct stewardship, the Department aims at improving the safety and quality of life in West Covina. Objectives inherent in this effort require not only promoting positive social behavior, interaction with others, self discovery, and skill development, but also implementing and supporting a wide variety of services for all ages, backgrounds, and needs through use of the Department's administrative and collaborative resources. In 2013, the City of West Covina was selected as a "Playful City USA" honoree by KaBoom!

West Covina Recreation
Residents are encouraged to browse the Discover West Covina City News and Community Recreation Guide (include link to the Discover) for a full description of the many healthy and productive leisure related services offered by the City of West Covina. For a nominal cost, activities available include recreation classes, Tiny Tots and pre school aged programming, youth and adult sports, seasonal activities, and day care programs.
Athletic field, facility, and park reservations are also available. Additional information on park and facility rentals can be located on the Parks and Community Services Facilities page on our web site.

Senior Services
The Cortez Community & Senior Center, located at 2501 East Cortez Street, offers services to seniors within the West Covina community. Services provided include but are not limited to senior recreation, social services, housing, legal, financial assistance, health education, aid for the disabled, and nutrition programs. Counseling and support services for seniors can also be found at the facility. Transportation resources are available to help bring seniors to the Senior Center. Staff also provides opportunities for trips, excursions, and special classes. Please visit the Cortez Park Community & Senior Center page on our web site for additional information.
Special Events
The City of West Covina prides itself in hosting special events that bring the community together. These activities promise lots of attraction, entertainment, and certainly great fun. On a smaller scale, some of the Department's community facilities also feature special events for the whole family Our annual special events include the following:
- Spring Festival
- Easter Egg Hunt in partnership with the West Covina Kiwanis Club
- Memorial Day Ceremony
- Summer Concert Series
- 4th of July Celebration
- Pumpkin Run/Kartober-Fest in partnership with the West Covina Kiwanis Club
- Festival of Frights
- Veteran's Day Ceremony
- Let it Snow
- Children's Christmas Parade - in partnership with the West Covina Kiwanis Club
Transportation Services
The Department operates three transportation programs: the City's fixed route shuttle service (Go West), a Dial-A-Ride service, and a Recreation Transit Program. Additional information can be located on the Transit Services page on our web site.
Community Outreach Services
The Department helps provide needed services to residents in the community who may be low income, homeless, physically or mentally challenged, elderly, or non-English speaking. These services are offered to help residents improve their independence and quality of life. Arrangements are generally made to bring representatives from outside agencies into the community; however, the Department also coordinates its own programs. Through the Community Development Block Grant Program, for instance, the Department administers financial assistance to community groups, youths, and families.
