Yes. The Federal Bureau of Investigation collects and publishes crime statistics nationwide in their Uniform Crime Report. A table showing crime statistics for all California cities is available here.
- A pool cannot be drained into the street. It must be drained into your sewer system usually through an exterior cleanout.

- The City has NOT approved a project. The City has selected the proposal submitted by Singpol Group LLC and authorized the City Manager to execute a Letter of Intent (LOI). The LOI allows the City and Singpoli to further pursue the feasibility of Singpoli's proposal. The proposal is still a concept and will go through the necessary entitlement process for City approvals, as well as obtain the necessary approvals from the Regulatory Agencies.
Yes. The Police Department has a 24-hour Crime Hotline, at (626) 939-8688. The purpose of this Hotline is to allow community members to leave a message reporting crimes, suspicious activities, or neighborhood safety concerns, any time, discreetly and confidentially. This information is reviewed and investigated by a Detective, and callers can choose to remain anonymous or request to be contacted for follow-up.
- The only components that are purposed to be built on top of the landfills are the Public Park (on top of the Class III - municipal landfill) and the Solar Greenhouse Facilities (on top of the Class I and Class III). This is contingent on approval by the Regulatory Agencies and BKK Corporation (the property owner). It would also go through the necessary City approval process.
- Yes you can.
The easiest and most common plastics to recycle are made of polyethylene terephthalate (PETE) and are assigned the number 1. Examples include soda and water bottles, medicine containers, and many other common consumer product containers. Once it has been processed by a recycling facility, PETE can become fiberfill for winter coats, sleeping bags and life jackets. It can also be used to make bean bags, rope, car bumpers, tennis ball felt, combs, cassette tapes, sails for boats, furniture and, of course, other plastic bottles.
Number 2 is reserved for high-density polyethylene plastics. These include heavier containers that hold laundry detergents and bleaches as well as milk, shampoo and motor oil. Plastic labeled with the number 2 is often recycled into toys, piping, plastic lumber and rope. Like plastic designated number 1, it is widely accepted at recycling centers.

The City owns 134-acres, referred to as the Opportunity Site shown in blue below, is NOT over any landfills. A portion of the Opportunity site has covenant deed restrictions that limit the type of uses allowed on the site. The deed restrictions prohibit the following uses: permanently occupied residence, hospital for humans, a school (for persons under 21 years of age), a day care center for children, any permanently occupied human habitation, park or playground (golf course is not considered a park). The deed restricted area is shown below area with the black stripped area.
In addition, the City has 84-acres under license shown in yellow below, this area is on top of the Class III landfill (municipal waste).
- No, we do not make referrals, however, you may review permits that have been issued in our city, or look through the yellow pages of the phone book. It may be beneficial to get referrals and at least 3 quotes. Also check the contractors' license, with the California Contractors State License Board at (800) 321-2752 or http://www.cslb.ca.gov/.
- If you intend to do the work yourself on your own property you are not required to hire a contractor. If you choose to hire someone, it is advisable to make sure they are licensed. It is against the law for someone to represent oneself as a contractor if they are not licensed. If you hire an unlicensed person you are acting as an employer and required to have workers' compensation.
- Not if it is 6' or under and/or not retaining over 30" of soil. Please check with the Planning Department for any other restrictions at (626) 939-8422.
- Yes. You will need to obtain an electrical permit before you start work and need to contact Southern California Edison for a meter spot. The phone number to call for a meter spot is (800) 655-4555.
The West Covina Police Department does not provide this service at this time. You may get further information on locations that provide the service by following the link to this website.
- Not if the total projected roof area is less than 120 square feet and it is less than 7' high; any structure larger will require a permit and you do need to contact the Planning Department for approval.
- Yes. Most any work done to your home requires a permit. If you are not sure if you need a permit, please contact the Building Division at (626) 939-8425.
- Yes. A floor plan of the house identifying all the rooms, which the windows will be changed, is required, including the size(s) and type(s) of window(s) being changed.
- Not unless you are going to replace the driveway approach or add a new driveway approach, then a permit is required from the Engineering Division. If you want to widen the approach, you will need to check with the Planning Department for any additional requirements prior to permit issuance.
- No. A Superfund site is any land in the United States that has been contaminated by hazardous waste and identified by the Environmental Protection Agency (EPA) as a candidate for cleanup because it poses a risk to human health and/or the environment. EPA has no identified the BKK Landfill as a Superfund site.
The Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) is the federal program that allows the EPA to fund the cleanup of sites contaminated with hazardous substances and pollutants. CERCLA gives EPA the funds and authority to clean up contaminated sites that are abandoned or have no viable responsible party. Sites managed under this program are referred to as "Superfund" sites. - Yes, even if you are only re-roofing over existing material.
Class I is the hazardous waste landfill. The Class III is the municipal solid waste landfill.

- Currently the Department of Toxic Substance Control (DTSC) and the potentially responsible parties (PRPs) are near completion of the engineering evaluation and cost analysis (EE/CA) for three main landfill systems: cover, gas extraction and treatment, and leachate extraction and treatment. The EE/CA also evaluates the leachate treatment plant (LTP) and liquid disposal options. The EE/CA Report will summarize the Class I Landfill investigations and provide a summary of possible remedies. The draft EE/CA report is expected to be completed in 2019. On a separate timeline, DTSC and the PRPs are conducting a remedial investigation and feasibility study (RI/FS) to determine the nature and extent of groundwater contamination. No date has been determined for the completion of the draft RI/FS report. Based on the findings of the EE/CA and RI/FS and community comments, DTSC will determine and select a final remedy for the Class I Landfill.
There have been no Prop. 65 (also known as the Safe Drinking Water and Toxic Enforcement Act of 1986) notices since 2007. In 2010, DTSC evaluated subsurface soils in the residential area and found no evidence that landfill gas was migrating into the area. Currently the EE/CA and RI/FS are evaluating the integrity of the landfill systems and groundwater for potential impacts from the landfill.

Fees are calculated by one of the following:
- Valuation of work as determined by a standardized per sq. ft. cost table.
- Valuation based on fair market value of labor and materials.
- Per item as is the case with the Plumbing, Electrical and Mechanical permits.
- Fee schedules are available at the Public Works counter.
- The Class I Landfill received residential refuse, commercial and industrial waste, construction and demolition waste, non-hazardous digested and dewatered sewage sludge, and friable and . There is no record of the Class I Landfill receiving radioactive waste.
If you are currently a resident of the City of West Covina or have lived in the City, the West Covina Police Department will do a local criminal history search on you within our city jurisdiction only. If there is no criminal history on you within our jurisdiction, a letter will be made indicating to the INS that there is no adverse information found on you. There is an administrative fee of $8.00 for the letter, which must be paid by cash, check or money order only. The letter can take up to ten days to receive.
Release forms for stored, impounded, or recovered stolen vehicles may be obtained from the Records Division at the Police Department 24 hours a day, 7 days a week. Proof of current ownership and registration and a valid driver's license are required.
Vehicles impounded pursuant to California Vehicle Code Section 14602.6 (suspended, revoked, or unlicensed drivers) will be held 30 calendar days. Vehicle owners may contest the validity of a vehicle impound or request consideration for early release of a vehicle being held for 30 days by contacting the Traffic Division at (626) 939-8555 during regular business hours (Mon-Fri, 8:00 am- 5:30 pm).

If your accident occurred after September 1, 2009, you can obtain your report online at this website. You will need to know either the report date and last name, or report number and last name. With a computer, printer, internet access, and a credit card, you can purchase the report for $5 immediately--that fee goes to an external company offering this service. Reports before September 1, 2009 are available in person at the Police Station.
If you feel you have been issued a parking citation in error, or the violation should not have been issued because of a variance or some other extenuating circumstance, you can request a review of the citation by completing this form. If you already submitted the request for Parking Contest Review, you can track the status online here.
Or, you can send your request via mail to: City of West Covina PD Admin Review, P.O. Box 1142, West Covina, CA 91793. The review request should include the name address and phone number of the person requesting the review and a complete explanation including any evidence available of why you feel the citation was issued in error. It is important to include all information helpful to your position because there will not be an opportunity to add information for the reviewers consideration after the fact. Reviews must be requested in writing within 21 days of the violation and the request must be sent to the processing company that maintains the citation records. Requests received that are postmarked outside the 21-day period will not be reviewed.
Below are two examples.
Example #1
Handicapped Placard - You were issued a citation for being parked in a Handicapped Space but you do have a placard and just forgot to hang it up. Include in your request for review an explanation of what occurred, a copy of the issued placard (must not be expired), a copy of the DMV registration for your placard (this will prove that it was issued before the date of the violation), a signed letter from the registered owner of the placard. This may be a different person than the driver of the vehicle. The registered owner must state that he/she was in fact in the vehicle, at the location, on the date and time the citation was committed, and include a photocopy of the placard owners ID or driver’s license. Requests for dismissals received outside the 21-day period will not be reviewed.
Example #2
No Current Tabs - A citation for this violation is sometimes issued even when the vehicle is currently registered if the owner forgets to put the new tabs on the plate, or if the tabs are stolen without the owner realizing they are missing. In these cases, the violation can be reduced to a nominal administrative fee by making the correction and having the back of the citation signed by a law enforcement officer. If the vehicle was not currently registered, the violation can be signed off if proof of current registration is provided and the back of the citation is signed by a law enforcement officer within 21 days of the violation. Corrections can also be signed off at the business desk of the police department during business hours. Once the citation is signed off, the reduced fine amount indicated on the back of the citation can be sent to the processing company. This procedure is the same for any correctible equipment violation. Reduced fines will not apply to payments received outside the 21-day period.
The West Covina Police Department does NOT accept traffic (moving) ticket payments. All payments and hearing dates for traffic (moving) tickets are handled by the Superior Court located at the West Covina Citrus Courthouse, which is a separate government entity. Payments for parking tickets are accepted online, via telephone, or at the City of West Covina Finance Department. Tickets/citations must be paid by their due date to avoid late penalties.

Parking ticket payments may be mailed to or paid in person at the City of West Covina Finance Department, located at City Hall, 1444 W. Garvey Avenue, West Covina, CA 91790, 3rd Floor, Room 308. The Finance payment telephone number is (626) 939-8462, and their hours are Mon-Thurs 8:00 am- 5:30 pm (Closed Fridays). The following forms of payment are accepted in person at the City of West Covina Finance Department: Cash, Check, Money Order, Visa, MasterCard, Discover and debit cards with these credit card logos. Credit card payments are accepted upon verification of valid identification.
You can also mail your parking payments to: City of West Covina, Parking Citations, P.O. Box 1142, West Covina,CA 91793. Please write citation number on your check or money order. No extensions are given and there are no partial payments for citations. Postmarks are accepted. Please do not mail cash.
If you see someone in the process of marking graffiti, immediately call 9-1-1, report the information, and let the Police handle it from there (you can choose to remain anonymous, but you will have to call back 1 hour later to follow up). If the graffiti vandals are arrested based on your call, you will be given a $100 cash reward which you receive in person at the Police Station. Since this program began in 2007, dozens of rewards have been paid for arrests resulting from resident calls.
If you witness someone actively marking graffiti, call 9-1-1 immediately, and you could be eligible for a $100 reward. If you spot old graffiti anywhere in the City, report it directly through the mobile app or online at GoGov Application. Alternatively, you may call the graffiti hotline number at (626) 939-8800 for removal. Mobile App and Online Reporting is preferred for faster clean up response and tracking purposes.

There is no charge for reports unless they are specially retrieved from off-site storage.
The vehicle release fee is $178.00 payable in person at the West Covina Police Department. Only cash is accepted, in that exact amount. No vehicle release fee is charged when the storage was due to the vehicle being a recovered stolen vehicle.
After paying the vehicle release fee at the West Covina Police Department, towing and storage fees are charged by the tow company. The City of West Covina currently utilizes the following two towing companies: Bob’s Towing, 19135 E. San Jose Ave., Rowland Heights, CA 91748, telephone: (626) 965-2407; Royal Coaches Towing 14827 Ramona Blvd,Baldwin Park, CA 91706, telephone: (626) 960-1824.
- At this time Singpoli BD Capital, LLC has not provided the City with a formal number of how much money they propose to spend on the proposed development. At this time Singpoli is stating its a multimillion dollar project.

- Come into City Hall to the Public Works Department, Room 215 and you may look up your address on microfilm to review permits for your property.

Senior Discount Application - You may put your request in writing to the attention of the Traffic Committee.

- Small additions and minor tenant improvements generally take approximately 14 working days. New tract houses and large commercial projects may take as long as 30 working days.
- Small residential plan checks require 2 sets; large residential & commercial projects 3 sets (sometimes 4 sets may be required). A change in grading or drainage of a lot requires 4 sets.
- You may come to the Public Works Department and look up the permit(s) and/or review the sewer maps for your location.
The State of California Department of Justice has your criminal record information. You must provide them your fingerprints and pay a fee. An information sheet is available at the Police Department's front counter.

Subpoenas for records should be served to the Custodian of Records. The exact amount due will be determined prior to the reproduction of documents. However, please attach a check (minimum amount $15.00) to the subpoena upon delivery. Subpoenas for police department personnel appearances should be served to the Court Liaison CSO with a check for the $150.00 fee for each day of appearance, per each Officer. Civil subpoenas require 15 days between the date of service and actual appearance, as required, to allow for adequate notification.

The West Covina Police Department is a 24-hour facility.
All vehicles on public roadways or roadways subject to California Vehicle Code enforcement must be currently registered. If you have moved the vehicle to private property, filed for a non-operational permit, or are donating the vehicle to charity, the full fine amount can be paid, and there is no need to have the citation signed off.
What if I paid the citation but the DMV shows that it is still pending and won’t register my vehicle?
There are several things that can cause this situation. The first is that the original citation payment was made after the maximum 21-day period and therefore increased due to additional penalties. The partial payment of the increased amount would have been received, but the citation would still be referred to DMV for collection because of the balance due. In this case, the total amount is still due to the DMV. It is advisable to pay the total fine amount to DMV so that the vehicle registration won’t be delayed, causing additional fees. The original payment can then be refunded if proof of that payment can be provided. To receive a refund of this nature, contact the City of West Covina Finance Department at (626) 939-8462. The second possibility for this to occur is that an error was made when posting the original payment and it was not credited to the correct citation. If you have proof of payment for a citation that the DMV is showing due on the vehicle’s registration, contact the City of West Covina Finance Department at (626) 939-8462.

If you need to retrieve information about a citation, such as the citation number, address to send payment, information about how to request a review or to check the status of a citation that has been paid or dismissed, you can reach the citation Parking Citation Service Center at 1-800-535-2421. The Parking Citation Service Center phone number is an automated system and should provide you with selections on their menu to assist your particular needs. If no option is available for your unique information, 0 may be dialed after the options are presented to connect you to an operator who can further assist you. Personnel at the desk of the Police Department do not have access to detailed information about parking citations.
How much money has Singpoli estimated the City of West Covina might receive from their proposed development at BKK (e.g., hotel occupancy tax, property tax, sales tax)?
At this time Singpoli does not have estimated figures for the amount of hotel occupancy tax, property tax, or sales tax the City might receive from the proposed development.
- At this time Singpoli states its proposed project is a multi-million dollar investment.
- DTSC does not make decisions regarding land use. However, DTSC will ensure that any development on or near the Class I Landfill or related infrastructure will not have an adverse impact to the integrity of the future remedies for Class I Landfill.

There will be information on the letter explaining that a second level hearing may be requested if you do not agree with the results of the review. You may request the second level hearing by indicating either an In Person or an In Writing hearing on the form and returning it to the Parking Enforcement Center at the above address within 15 days of the mailing of the notification letter. Requests received outside the 15-day period will not be honored.
In this extreme case, you may file a civil case with the local court. You must file your case within 30 days of the Examiner's verdict and pay all fees required by the court. If the court decides in your favor, any and all penalties, including court fees, will be refunded to you when the City receives written judgment. If judgment is in favor of the City of West Covina, the action is ended and all penalties are forfeited.

All persons required to register with the West Covina Police Department pursuant to criminal conviction must contact the West Covina Police Department for an appointment at (626) 939-8661.
A review of the citation is made by an City of West Covina Police Department employee. Items considered during the review process included the information provided in the letter requesting the review, any notes or photographs that may have been taken by the issuing officer, computer records checks of DMV information, computer records of any parking variances granted by the City at the time of the violation and any other evidence available. The results of the review will be provided as either dismissed or upheld. If the violation is upheld, a brief explanation will be provided.
It should be noted that the findings of first level reviews are generally based on facts presented and do not show consideration to issues such as being late for appointments, being within sight of the illegally parked vehicle, or lack of other convenient parking.
