The City of West Covina adopted Ordinance 2226 and Resolutions 2012-10 and 2012-11, declaring the need for the Community and Economic Development (CED) to function as the City of West Covina Housing Authority and transferring all duties, powers and responsibilities of the West Covina Housing Authority to the Community and Economic Development (CDC Housing Authority).
