Zone Change No. 23-02

NOTICE IS HEREBY GIVEN that on Tuesday, February 13, 2024, at 7:00 p.m., the West Covina Planning Commission will hold a Public Hearing at 1444 W. Garvey Avenue South, West Covina, CA, in the City Hall Council Chambers located on the 1st Floor for the following:

LOCATION: City Wide

DESCRIPTION: The proposed zone change is needed in order to maintain consistency with the City Council’s recent approval of the Development Code Update. The zone change will eliminate the mixed-use overlay and change all properties currently zoned Office Professional, Regional Commercial, Neighborhood Commercial, and Service Commercial to be zoned Office Professional Mixed Use (OPMU), Regional Commercial Mixed Use (RMU), Neighborhood Commercial Mixed Use (NMU) and Service Commercial Mixed Use (SMU). In addition, several other properties are being rezoned to an equivalent zoning designation due to the Development Code’s elimination of the Planned Industrial (I-P), Public Building (P-B), Medium Commercial (C-2), and Heavy Commercial (C-3) zones; and to either be made consistent to its current use and/or General Plan Designation.

Click here to view the list of properties that are proposed to be changed from their current base zoning to a new zoning designation due to the Development Code's elimination of their base zoning, to make its zoning consistent with the General Plan Land Use Designation and/or the current use on the property, or are currently not within the mixed-use overlay zone and will be rezoned to the base zoning and mixed use. 

The rezoning of the parcels is exempt from CEQA under the common sense exemption of CEQA Guidelines Section 15061(b)(3) as it can be seen with certainty that the changes will not have any environmental effects. The change in zones does not authorize any actual development. Additionally, the zone changes do not create the potential for additional development as the properties have been rezoned to a zone that allows for similar uses as what currently exists. The change in land use designation will not allow any greater development than under the previous land use designation. These changes simply provide in one zone what was previously allowed in the base zone and the overlay zone. There is no possibility that the changes will have a significant effect on the environment.
