The City released a Request for Proposals (RFP) for the 218-acre Development Opportunity Site that consists of City owned parcels including the three "Coastal Sage Scrub/Golf Course" assets and the 84-acre Top Deck that is under license. RFP sought development proposals for either the entire 218-acre site or a portion of the site.

RFP Timeline:

The RFP was available via Planetbids. The following are the dates regarding the RFP:

  • Deadline:
    • Wednesday, April 24, 2019
    • 11:00 a.m. to the City Clerk’s Office
    • City received the proposals from the following four (4) companies:
      • Justus Enterprises, LLC
      • PVNavigator, LLC
      • Great Ecology Environment & Design
      • Singpoli Group LLC

     

  • April 30, 2019 - City Council Closed Session Meeting - City Council authorized the Interim City Manager to execute Letter of Intent with Singpoli Group LLC.

Proposals:

  • Justus Enterprises, LLC
    • Proposed Project: Justus Enterprises would like to lease the development opportunity site to develop a marquee entertainment and recreational project consisting of a soccer/lacrosse park, a 250-room hotel, a 15,000 seat regional amphitheater, and a 90-acre super pad for future development.   The 90-acre super pad would be created by filling in the valley between the Class I and Class III landfills with dirt.  The project would be completed in phases; Phase 1 -  would consist of the development of the 14 regulation soccer/lacrosse fields on the 84-acre license area, construction of the access road and parking for 580 cars for the soccer/lacrosse park. Phase 2 - would be the construction of a 250-room hotel with 20,000 square feet of banquet facilities, a 15,000 seat regional amphitheater, the creation of the 90-acre super pad, and the completion of the access road around the entire site. Phase 3 -  would be the development of the 90-acre super pad (the proposal stated it would be either soccer/lacrosse fields or other another compatible use).

  • PVNavigator, LLC
    • Proposed Project: The proposal is for a 8MWdc Photovoltaic Solar facility on the 50-acres of the Top Deck, with the solar facility designed to spell out "West Covina".  PVNaviagtor would own and operate the facility, selling the power under a 20-30 year Power Purchase Agreement to a power off taker (for example Southern California Edison).

  • Great Ecology Environment & Design
    • Proposed Project: The proposal is for the development of a Conceptual Habitat Restoration Plan for a portion of the site. The proposal would include the evaluation, planning, conceptional design and restoration planning for the site.   The proposed plan could include public access, ecological restoration, planned infrastructure, and connected open space. They are looking to work collaboratively with the City.

  • Singpoli Group LLC
    • Proposed Project: Singpoli  Group LLC is proposing to purchase and license the Development Opportunity Site to develop a public park with an amphitheater, horse/hiking trails, glamping campsite, habitat preservation and restoration, solar and greenhouse program, zipline and aerial adventure park, future virtual reality (VR) park, K-9 and Fire training facilities, and a 400+ room resort hotel with 20,000 square feet of meeting space.  Singpoli's proposal includes the construction of the K-9 and Fire training facilities for the City and convey the land back to the City.
